Enforcement Decree of the Trucking Transport Business Act, Article 14 (Delegation of Authority)
국토교통부장관은 법 제63조제1항에 따라 다음 각 호의 사항에 관한 권한을 시ㆍ도지사에게 위임한다. <개정 2013.3.23, 2013.6.11, 2015.12.30, 2018.7.3, 2019.6.25, 2022.1.28, 2024.12.17>
Pursuant to Article 63 (1) of the Act, the Minister of Land, Infrastructure and Transport delegates the authority concerning the following matters to the Mayor/Do Governor:
1. 법 제3조제1항에 따른 화물자동차 운송사업의 허가
1. Permission for the truck freight transport business under Article 3 (1) of the Act;
2. 법 제3조제3항 본문에 따른 화물자동차 운송사업의 허가사항 변경허가
2. Permission for change of permitted matters of the truck freight transport business under the main sentence of Article 3 (3) of the Act;
3. 법 제3조제9항(법 제24조제7항 및 제29조제4항에서 준용하는 경우를 포함한다)에 따른 허가기준에 관한 사항의 신고
3. Reports on matters relating to the permission standards under Article 3 (9) of the Act (including where applied mutatis mutandis under Article 24 (7) and Article 29 (4) of the Act);
3의2. 법 제3조제12항에 따른 화물자동차 운송사업의 임시허가
3-2. Temporary permission for the truck freight transport business under Article 3 (12) of the Act;
3의3. 법 제3조제11항에 따른 화물자동차 운송사업 영업소의 허가
3-3. Permission for business offices of the truck freight transport business under Article 3 (11) of the Act;
4. 법 제6조(법 제28조 및 제33조에서 준용하는 경우를 포함한다)에 따른 운송약관의 신고 및 변경신고
4. Reports and reports of change of transport terms and conditions under Article 6 of the Act (including where applied mutatis mutandis under Articles 28 and 33 of the Act);
4의2. 법 제12조의2에 따른 관계 공무원(국토교통부장관 소속의 공무원은 제외한다) 및 운행제한단속원(국토교통부장관, 한국도로공사 또는 민자도로 관리자가 고용하거나 위탁한 업체의 직원은 제외한다)에 대한 다음 각 목의 도로에서 운행 중인 화물자동차에 대한 조사 명령
4-2. Orders for investigation, on trucks in operation on the following roads, of relevant public officials under Article 12-2 of the Act (excluding public officials belonging to the Minister of Land, Infrastructure and Transport) and operation restriction enforcement personnel (excluding employees of companies hired or entrusted by the Minister of Land, Infrastructure and Transport, the Korea Expressway Corporation, or private road managers):
가. 「도로법」 제10조에 따른 특별시도, 광역시도, 지방도, 시도, 군도 및 구도
(a) Special Metropolitan City roads, Metropolitan City roads, local roads, Si roads, Gun roads, and Gu roads under Article 10 of the Road Act;

6. 법 제13조(법 제28조 및 제33조에서 준용하는 경우를 포함한다)에 따른 개선명령

9. 법 제18조(법 제28조 및 제33조에서 준용하는 경우를 포함한다)에 따른 사업의 휴업 및 폐업 신고
9. Reports of suspension and closure of business under Article 18 of the Act (including where applied mutatis mutandis under Articles 28 and 33 of the Act);
10. 법 제19조제1항에 따른 화물자동차 운송사업의 허가취소, 사업정지처분 및 감차 조치 명령
10. Revocation of permission, suspension of business, and orders for reduction of vehicles for the truck freight transport business under Article 19 (1) of the Act;
11. 법 제20조(법 제33조에서 준용하는 경우를 포함한다)에 따른 화물자동차의 자동차등록증과 자동차등록번호판의 반납 및 반환
11. Return and restitution of the motor vehicle registration certificate and motor vehicle registration plate of trucks under Article 20 of the Act (including where applied mutatis mutandis under Article 33 of the Act);
12. 법 제21조(법 제28조 및 제33조에서 준용하는 경우를 포함한다)에 따른 과징금의 부과ㆍ징수 및 과징금 운용계획의 수립ㆍ시행
12. Imposition and collection of penalty surcharges and formulation and implementation of penalty surcharge operation plans under Article 21 of the Act (including where applied mutatis mutandis under Articles 28 and 33 of the Act);
13. 법 제22조에 따른 청문
13. Hearings under Article 22 of the Act;
14. 법 제23조제1항에 따른 화물운송 종사자격의 취소 및 효력의 정지
14. Revocation and suspension of the effect of the qualification for engaging in freight transport under Article 23 (1) of the Act;
15. 법 제23조제3항에 따른 청문
15. Hearings under Article 23 (3) of the Act;
16. 법 제24조제1항 본문에 따른 화물자동차 운송주선사업의 허가
16. Permission for the truck freight forwarding business under the main sentence of Article 24 (1) of the Act;
17. 법 제27조에 따른 화물자동차 운송주선사업의 허가취소 및 사업정지처분
17. Revocation of permission and suspension of business for the truck freight forwarding business under Article 27 of the Act;
17의2. 법 제29조제1항에 따른 화물자동차 운송가맹사업의 허가
17-2. Permission for the truck transport franchise business under Article 29 (1) of the Act;
