Enforcement Decree of the National Integrated Transport System Efficiency Act, Article 106 (National Transport Working Committees)
① 법 제108조에 따른 국가교통실무위원회는 다음 각 호의 실무위원회(이하 "각 실무위원회"라 한다)로 한다.
(1) The National Transport Working Committees under Article 108 of the Act shall be the following working committees (hereinafter referred to as the "working committees"):
1. 국가교통정책조정실무위원회
1. National Transport Policy Coordination Working Committee;
2. 국가첨단교통실무위원회
2. National Advanced Transport Working Committee;
3. 국가교통안전실무위원회
3. National Transport Safety Working Committee;

5. 도시교통정책실무위원회
5. Urban Transport Policy Working Committee;
6. 대중교통평가실무위원회

② 국가교통정책조정실무위원회는 다음 각 호의 사항과 관련하여 국가교통위원회에 상정할 안건을 검토ㆍ조정하거나 법 제108조제2항제2호 및 이 영 제107조에 따라 국가교통위원회가 위임한 안건을 심의한다. <개정 2011.12.28, 2019.3.19>
(2) The National Transport Policy Coordination Working Committee shall review and coordinate agenda items to be submitted to the National Transport Committee, or deliberate agenda items delegated by the National Transport Committee pursuant to Article 108 (2) 2 of the Act and Article 107 of this Decree, in connection with the following:
1. 법 제4조제1항에 따른 국가기간교통망계획의 수립 및 변경
1. Establishment and change of the national trunk transport network plan under Article 4 (1) of the Act;
2. 법 제6조제1항에 따른 중기투자계획의 수립 및 변경과 법 제9조에 따른 집행 실적 평가
2. Establishment and change of the medium-term investment plan under Article 6 (1) of the Act and evaluation of implementation performance under Article 9 of the Act;
3. 교통시설 개발사업의 투자재원 확보
3. Securing investment funds for transport facility development projects;
4. 법 제10조에 따른 국가교통물류경쟁력지표의 설정
4. Setting of national transport and logistics competitiveness indicators under Article 10 of the Act;
5. 법 제12조제2항에 따른 국가교통조사계획의 수립 및 변경
5. Establishment and change of the national transport survey plan under Article 12 (2) of the Act;
6. 법 제36조제1항에 따른 중기 연계교통체계구축계획의 수립 및 변경
6. Establishment and change of the medium-term connected transport system building plan under Article 36 (1) of the Act;
7. 법 제37조제1항제1호에 따른 제1종 교통물류거점의 지정 및 변경
7. Designation and change of Type 1 transport and logistics hubs under Article 37 (1) 1 of the Act;
8. 법 제38조에 따른 연계교통체계구축대책의 수립 및 변경
8. Establishment and change of connected transport system building measures under Article 38 of the Act;
9. 법 제44조제1항에 따른 복합환승센터 개발 기본계획의 수립 및 변경
9. Establishment and change of the basic plan for developing multimodal transfer centers under Article 44 (1) of the Act;
10. 법 제45조제1항제1호에 따른 국가기간복합환승센터의 지정
10. Designation of national trunk multimodal transfer centers under Article 45 (1) 1 of the Act;
11. 법 제45조제1항제2호에 따른 광역복합환승센터의 지정 및 같은 조 제5항에 따른 지정내용 중 중요 사항의 변경
11. Designation of wide-area multimodal transfer centers under Article 45 (1) 2 of the Act and change of important matters in the content of designation under paragraph (5) of that Article;
12. 법 제45조제2항에 따른 복합환승센터개발계획(국가기간복합환승센터의 경우에만 해당한다)의 수립 및 변경
12. Establishment and change of multimodal transfer center development plans under Article 45 (2) of the Act (limited to national trunk multimodal transfer centers);
13. 법 제104조제1항에 따른 교통기술의 시범지역 및 시범도시 지정
13. Designation of pilot areas and pilot cities for transport technology under Article 104 (1) of the Act;
14. 법 제106조제1항제15호에 따른 일정 규모 이상의 국가기간교통시설 개발사업ㆍ교통체계지능화사업 또는 교통기술 연구ㆍ개발사업(시범사업을 포함한다) 등 국가교통정책의 종합조정
14. Comprehensive coordination of national transport policy, such as national trunk transport facility development projects, transport system intelligence projects, or transport technology research and development projects (including pilot projects) of a certain scale or larger under Article 106 (1) 15 of the Act;
15. 「지속가능 교통물류 발전법」 제7조제1항에 따른 지속가능 국가교통물류발전 기본계획의 수립 및 변경 등 지속가능 교통물류 발전에 관한 정책에 관한 사항
15. Matters concerning policies on sustainable transport and logistics development, such as establishment and change of the basic plan for sustainable national transport and logistics development under Article 7 (1) of the Sustainable Transport and Logistics Development Act;
15의2. 「자동차관리법」 제4조의2에 따른 자동차정책기본계획의 수립 및 변경
15-2. Establishment and change of the basic plan for automobile policy under Article 4-2 of the Motor Vehicle Management Act;
15의3. 「자동차관리법」 제68조의3에 따른 자동차안전기준 등의 국제조화 기본계획의 수립 및 변경
15-3. Establishment and change of the basic plan for international harmonization of automobile safety standards, etc. under Article 68-3 of the Motor Vehicle Management Act;
15의4. 「대도시권 광역교통 관리에 관한 특별법」 제3조제1항에 따른 대도시권 광역교통기본계획의 수립 및 변경
15-4. Establishment and change of the basic plan for wide-area transportation in metropolitan areas under Article 3 (1) of the Special Act on Management of Wide-Area Transportation in Metropolitan Areas;
16. 그 밖에 국가교통위원회의 위원장이 교통정책에 관하여 국가교통정책조정실무위원회의 검토ㆍ조정이 필요하다고 인정하는 사항
16. Other matters that the chairperson of the National Transport Committee deems require review and coordination by the National Transport Policy Coordination Working Committee on transport policy.
③ 국가첨단교통실무위원회는 다음 각 호의 사항과 관련하여 국가교통위원회에 상정할 안건을 검토ㆍ조정하거나 법 제108조제2항제2호 및 이 영 제107조에 따라 국가교통위원회가 위임한 안건을 심의한다. <개정 2024.4.24>
(3) The National Advanced Transport Working Committee shall review and coordinate agenda items to be submitted to the National Transport Committee, or deliberate agenda items delegated by the National Transport Committee pursuant to Article 108 (2) 2 of the Act and Article 107 of this Decree, in connection with the following:
1. 법 제73조제1항 및 제4항에 따른 지능형교통체계기본계획 및 교통 분야별 지능형교통체계 계획의 수립 및 변경
1. Establishment and change of the basic plan for intelligent transport systems and intelligent transport system plans by transport sector under Article 73 (1) and (4) of the Act;
2. 법 제76조제2항에 따른 지능형교통체계시행계획의 수립 및 변경
2. Establishment and change of the intelligent transport system implementation plan under Article 76 (2) of the Act;
3. 「도심항공교통 활용 촉진 및 지원에 관한 법률」(이하 이 조에서 "도심항공교통법"이라 한다) 제2조제2호에 따른 도심형항공기의 고시
3. Public notification of urban-type aircraft under Article 2, subparagraph 2 of the Act on Promotion of and Support for Utilization of Urban Air Mobility (hereinafter referred to as the "Urban Air Mobility Act" in this Article);
4. 도심항공교통법 제4조제1항에 따른 도심항공교통기본계획의 수립ㆍ변경 및 같은 조 제5항에 따른 연도별 시행계획의 수립ㆍ변경
4. Establishment and change of the basic plan for urban air mobility under Article 4 (1) of the Urban Air Mobility Act and establishment and change of the annual implementation plan under paragraph (5) of that Article;
5. 도심항공교통법 제6조제1항에 따른 실증사업구역의 지정ㆍ변경 또는 해제
5. Designation, change, or release of demonstration project zones under Article 6 (1) of the Urban Air Mobility Act;
6. 도심항공교통법 제8조제1항에 따른 시범운용구역의 지정ㆍ변경 또는 해제
6. Designation, change, or release of pilot operation zones under Article 8 (1) of the Urban Air Mobility Act;
7. 도심항공교통법 제9조제2항에 따른 버티포트개발사업의 허가 및 변경허가
7. Permission and modified permission for vertiport development projects under Article 9 (2) of the Urban Air Mobility Act;
8. 도심항공교통법 제12조제1항에 따른 버티포트의 지정ㆍ변경 또는 해제
8. Designation, change, or release of vertiports under Article 12 (1) of the Urban Air Mobility Act;
9. 도심항공교통법 제13조제1항에 따른 도심항공교통회랑의 지정ㆍ변경 또는 해제
9. Designation, change, or release of urban air mobility corridors under Article 13 (1) of the Urban Air Mobility Act;
10. 도심항공교통법 제15조제2항에 따른 같은 조 제1항 각 호에 해당하는 규제의 완화
10. Relaxation of regulations falling under each subparagraph of Article 15 (1) of the Urban Air Mobility Act pursuant to paragraph (2) of that Article;
11. 도심항공교통법 제16조제2항에 따른 같은 조 제1항 각 호에 해당하는 규제의 완화
11. Relaxation of regulations falling under each subparagraph of Article 16 (1) of the Urban Air Mobility Act pursuant to paragraph (2) of that Article;
12. 도심항공교통법 제20조제1항에 따른 시범운용구역의 운영에 대한 평가

13. 그 밖에 국가교통위원회의 위원장이 첨단교통정책에 관하여 국가첨단교통실무위원회의 검토ㆍ조정이 필요하다고 인정하는 사항
13. Other matters that the chairperson of the National Transport Committee deems require review and coordination by the National Advanced Transport Working Committee on advanced transport policy.
④ 국가교통안전실무위원회는 다음 각 호의 사항과 관련하여 국가교통위원회에 상정할 안건을 검토ㆍ조정하거나 법 제108조제2항제2호 및 이 영 제107조에 따라 국가교통위원회가 위임한 안건을 심의한다.
(4) The National Transport Safety Working Committee shall review and coordinate agenda items to be submitted to the National Transport Committee, or deliberate agenda items delegated by the National Transport Committee pursuant to Article 108 (2) 2 of the Act and Article 107 of this Decree, in connection with the following:
1. 「교통안전법」 제12조에 따른 교통안전에 관한 주요 정책에 관한 사항
1. Matters concerning major policies on traffic safety under Article 12 of the Traffic Safety Act;
2. 「교통안전법」 제15조제1항 및 제6항에 따른 국가교통안전기본계획의 수립 및 변경에 관한 사항
2. Matters concerning establishment and change of the national traffic safety basic plan under Article 15 (1) and (6) of the Traffic Safety Act;
3. 「교통안전법」 제16조제2항 및 제4항에 따른 국가교통안전시행계획의 수립 및 변경에 관한 사항
3. Matters concerning establishment and change of the national traffic safety implementation plan under Article 16 (2) and (4) of the Traffic Safety Act;
4. 그 밖에 국가교통위원회의 위원장이 교통안전정책에 관하여 국가교통안전실무위원회의 검토ㆍ조정이 필요하다고 인정하는 사항
4. Other matters that the chairperson of the National Transport Committee deems require review and coordination by the National Transport Safety Working Committee on traffic safety policy.

⑥ 도시교통정책실무위원회는 다음 각 호의 사항과 관련하여 국가교통위원회에 상정할 안건을 검토ㆍ조정하거나 법 제108조제2항제2호 및 이 영 제107조에 따라 국가교통위원회가 위임한 안건을 심의한다. <개정 2014.7.7>
(6) The Urban Transport Policy Working Committee shall review and coordinate agenda items to be submitted to the National Transport Committee, or deliberate agenda items delegated by the National Transport Committee pursuant to Article 108 (2) 2 of the Act and Article 107 of this Decree, in connection with the following:
1. 「도시교통정비 촉진법」 제3조제1항에 따른 도시교통정비지역의 지정ㆍ고시에 관한 사항
1. Matters concerning designation and public notification of urban transport improvement areas under Article 3 (1) of the Urban Transportation Improvement Promotion Act;
2. 「도시교통정비 촉진법」 제4조제1항에 따른 교통권역의 지정ㆍ고시에 관한 사항
2. Matters concerning designation and public notification of transport zones under Article 4 (1) of the Urban Transportation Improvement Promotion Act;
3. 「도시교통정비 촉진법」 제5조제1항에 따른 도시교통정비 기본계획의 수립 및 변경에 관한 사항
3. Matters concerning establishment and change of the basic urban transport improvement plan under Article 5 (1) of the Urban Transportation Improvement Promotion Act;
4. 「도시철도법」 제5조제1항에 따른 도시철도망구축계획에 관한 사항

5. 그 밖에 국가교통위원회의 위원장이 도시교통문제를 개선하기 위하여 도시교통정책실무위원회의 검토ㆍ조정이 필요하다고 인정하는 사항
5. Other matters that the chairperson of the National Transport Committee deems require review and coordination by the Urban Transport Policy Working Committee to improve urban transport problems.
⑦ 대중교통평가실무위원회는 다음 각 호의 사항과 관련하여 국가교통위원회에 상정할 안건을 검토ㆍ조정하거나 법 제108조제2항제2호 및 이 영 제107조에 따라 국가교통위원회가 위임한 안건을 심의한다.
(7) The Public Transport Evaluation Working Committee shall review and coordinate agenda items to be submitted to the National Transport Committee, or deliberate agenda items delegated by the National Transport Committee pursuant to Article 108 (2) 2 of the Act and Article 107 of this Decree, in connection with the following:
1. 「대중교통의 육성 및 이용촉진에 관한 법률」 제17조제1항에 따른 지방자치단체의 대중교통시책 평가에 관한 사항
1. Matters concerning evaluation of local government public transport policies under Article 17 (1) of the Act on the Promotion and Facilitation of Use of Public Transportation;
2. 「대중교통의 육성 및 이용촉진에 관한 법률 시행령」 제22조제2항 각 호의 사업에 대한 대중교통운영자의 경영 및 서비스평가에 관한 사항
2. Matters concerning evaluation of management and services of public transport operators for projects under each subparagraph of Article 22 (2) of the Enforcement Decree of the Act on the Promotion and Facilitation of Use of Public Transportation;
3. 그 밖에 국가교통위원회의 위원장이 대중교통평가와 관련하여 대중교통평가실무위원회의 검토ㆍ조정이 필요하다고 인정하는 사항
