Enforcement Decree of the Electrical Appliances and Consumer Products Safety Control Act, Article 18 (Delegation and Entrustment of Authority, etc.)
① 산업통상부장관은 법 제45조제1항에 따라 다음 각 호의 권한을 국가기술표준원장에게 위임한다. <개정 2018.6.26, 2023.10.18, 2025.10.1>
(1) Pursuant to Article 45 (1) of the Act, the Minister of Industry and Trade delegates the following authority to the Administrator of the Korean Agency for Technology and Standards:
1. 법 제3조제1항제3호에 따른 위원회에의 심의요청
1. Request for deliberation by the Committee under Article 3 (1) 3 of the Act;
2. 법 제3조제2항제3호 및 제4호에 따른 위원회 위원의 위촉
2. Commissioning of members of the Committee under Article 3 (2) 3 and 4 of the Act;
3. 법 제4조제1항에 따른 안전인증기관의 지정
3. Designation of safety certification bodies under Article 4 (1) of the Act;
4. 법 제4조제2항에 따른 안전인증기관의 지정신청의 접수
4. Receipt of applications for designation of safety certification bodies under Article 4 (2) of the Act;
5. 법 제4조제5항에 따른 안전인증기관에 대한 지도ㆍ감독 및 지원

② 산업통상부장관은 법 제45조제2항에 따라 다음 각 호의 업무를 「제품안전기본법」 제21조의2제1항에 따른 한국제품안전관리원의 장에게 위탁한다. <개정 2018.6.26, 2018.9.18, 2025.10.1>
(2) Pursuant to Article 45 (2) of the Act, the Minister of Industry and Trade entrusts the following duties to the head of the Korea Product Safety Management Institute under Article 21-2 (1) of the Framework Act on Product Safety:
1. 법 제6조제1호에 따른 연구ㆍ개발, 전시 및 제품시험을 목적으로 제조ㆍ수입하는 안전인증대상제품의 안전인증면제 확인에 관한 업무
1. Duties concerning confirmation of exemption from safety certification of products subject to safety certification manufactured or imported for research and development, exhibition, and product testing under Article 6, subparagraph 1 of the Act;
2. 법 제16조제1호에 따른 연구ㆍ개발, 전시 및 제품시험을 목적으로 제조ㆍ수입하는 안전확인대상제품의 안전확인신고의 면제 확인에 관한 업무
2. Duties concerning confirmation of exemption from safety verification reporting of products subject to safety verification manufactured or imported for research and development, exhibition, and product testing under Article 16, subparagraph 1 of the Act;
3. 법 제23조제2항에 따른 공급자적합성확인신고 및 변경신고에 관한 업무
3. Duties concerning reports and reports of change of supplier's declaration of conformity under Article 23 (2) of the Act;
4. 법 제24조제1호에 따른 연구ㆍ개발, 전시 및 제품시험을 목적으로 제조ㆍ수입하는 공급자적합성확인대상제품의 공급자적합성확인 또는 공급자적합성확인신고의 면제 확인에 관한 업무
4. Duties concerning confirmation of exemption from supplier's declaration of conformity or the report of supplier's declaration of conformity of products subject to supplier's declaration of conformity manufactured or imported for research and development, exhibition, and product testing under Article 24, subparagraph 1 of the Act;
5. 법 제32조제1항 단서에 따른 어린이보호포장 사용의 면제 확인에 관한 업무
5. Duties concerning confirmation of exemption from the use of child-resistant packaging under the proviso of Article 32 (1) of the Act.
③ 산업통상부장관은 법 제45조제2항에 따라 다음 각 호의 업무를 안전인증기관의 장에게 위탁한다. 이 경우 그 안전인증기관의 명칭ㆍ대표자 및 소재지와 위탁업무의 내용 등을 관보에 고시하여야 한다. <개정 2018.6.26, 2025.10.1>
(3) Pursuant to Article 45 (2) of the Act, the Minister of Industry and Trade entrusts the following duties to the head of a safety certification body. In such cases, the name, representative, and location of the safety certification body and the details of the entrusted duties shall be publicly announced in the Official Gazette:
1. 법 제15조제1항 및 제2항에 따른 안전확인신고 및 변경신고에 관한 업무
1. Duties concerning safety verification reports and reports of change under Article 15 (1) and (2) of the Act;
2. 법 제20조에 따른 안전확인신고의 효력상실처분 등에 관한 업무
2. Duties concerning dispositions invalidating safety verification reports, etc. under Article 20 of the Act;
3. 법 제27조에 따른 공급자적합성확인표시등의 사용금지 등에 관한 업무

4. 법 제31조에 따른 안전기준준수대상생활용품 표시의 개선명령에 관한 업무
