2. "수산인"이란 수산업을 경영하거나 이에 종사하는 자로서 대통령령으로 정하는 기준에 해당하는 자를 말한다.

3. "어업인"이란 어업을 경영하거나 어업을 경영하는 자를 위하여 수산자원을 포획ㆍ채취하거나 또는 「양식산업발전법」 제2조제12호의 양식업자와 같은 조 제13호의 양식업종사자가 양식하는 일 또는 염전에서 바닷물을 자연 증발시켜 소금을 생산하는 일에 종사하는 자로서 대통령령으로 정하는 기준에 해당하는 자를 말한다.
