국고금 관리법 제22조(지출의 절차)

① 중앙관서의 장 또는 제21조에 따라 위임받은 공무원(이하 "재무관"이라 한다)이 그 소관 세출예산 또는 기금운용계획에 따라 지출하려는 경우에는 대통령령으로 정하는 바에 따라 소속 중앙관서의 장이 임명한 공무원(이하 "지출관"이라 한다)에게 지출원인행위 관계 서류를 보내야 한다.

② 지출관의 임명은 중앙관서의 장이 소속 관서에 설치된 직위를 지정하는 것으로 갈음할 수 있다.

③ 지출원인행위에 따라 지출관이 지출을 하려는 경우에는 대통령령으로 정하는 바에 따라 채권자 또는 법령에서 정하는 바에 따라 국고금의 지급사무를 수탁하여 처리하는 자(이하 "채권자등"이라 한다)의 계좌로 이체하여 지급하여야 한다.

④ 지출관은 정보통신의 장애나 그 밖의 불가피한 사유로 제3항에 따른 방법으로 지급할 수 없는 경우에는 대통령령으로 정하는 바에 따라 현금등을 채권자에게 직접 지급할 수 있다.

⑤ 제1항ㆍ제3항 및 제4항에 따른 지출은 제30조제6항에 따른 지출관별 월별 세부자금계획의 범위에서 하여야 한다.
