1. 5ㆍ18민주화운동사망자 또는 행방불명자: 5ㆍ18민주화운동과 관련하여 사망하거나 행방불명된 사람 또는 5ㆍ18민주화운동으로 인한 상이(질병을 포함한다. 이하 같다)의 후유증으로 사망한 사람으로서, 「5ㆍ18민주화운동 관련자 보상 등에 관한 법률」에 따라 보상을 받은 사람

2. 5ㆍ18민주화운동부상자: 5ㆍ18민주화운동과 관련하여 상이를 입은 사람으로서, 「5ㆍ18민주화운동 관련자 보상 등에 관한 법률」 제5조제5항에 따른 장해등급(이하 "장해등급"이라 한다)의 판정을 받고 보상을 받은 사람
