Enforcement Decree of the Local Autonomy Act, Article 28 (Ordinance and Rule Deliberation Committee)

① 지방자치단체의 장이 조례ㆍ규칙의 제출ㆍ제정ㆍ개정ㆍ폐지 및 공포 등을 하려는 경우에 다음 각 호의 사항을 심의ㆍ의결하기 위하여 해당 지방자치단체의 장 소속으로 조례ㆍ규칙심의회(이하 이 장에서 "조례ㆍ규칙심의회"라 한다)를 둔다.

② 조례ㆍ규칙심의회의 의장은 지방자치단체의 장으로 하고, 부의장은 지방자치단체의 부지사ㆍ부시장(부지사 또는 부시장이 2명 이상인 경우에는 해당 지방자치단체의 장이 지명하는 부지사 또는 부시장으로 한다)ㆍ부군수ㆍ부구청장으로 하며, 위원은 실장ㆍ국장 또는 실장ㆍ과장으로 한다.

③ 조례ㆍ규칙심의회의 회의는 재적위원 과반수의 찬성으로 의결한다.

④ 이 영에서 규정한 사항 외에 조례ㆍ규칙심의회의 운영에 필요한 사항은 지방자치단체의 규칙으로 정한다.
