재외동포의 출입국과 법적 지위에 관한 법률 시행령 제2조(재외국민의 정의)

①「재외동포의 출입국과 법적 지위에 관한 법률」(이하 "법"이라 한다) 제2조제1호에서 "외국의 영주권을 취득한 자"란 거주국으로부터 영주권 또는 이에 준하는 거주목적의 장기체류자격을 취득한 자를 말한다. <개정 2007.10.15, 2016.9.29>

②법 제2조제1호에서 "영주할 목적으로 외국에 거주하고 있는 자"라 함은 「해외이주법」 제2조의 규정에 의한 해외이주자로서 거주국으로부터 영주권을 취득하지 아니한 자를 말한다. <개정 2007.10.15>
