옥외광고물 등의 관리와 옥외광고산업 진흥에 관한 법률 시행령 제32조(옥외광고심의위원회의 구성ㆍ운영)

① 법 제7조제1항에 따라 시ㆍ도 및 시ㆍ군ㆍ구에 두는 옥외광고심의위원회(이하 "심의위원회"라 한다)의 위원장은 해당 시ㆍ도 및 시ㆍ군ㆍ구의 옥외광고 업무 담당국장(담당국장이 없는 시ㆍ도 및 시ㆍ군ㆍ구의 경우에는 시ㆍ도 조례 또는 시ㆍ군ㆍ구 조례로 정하는 사람)이 되고, 부위원장은 위원 중에서 위원장이 지명하는 사람이 된다. <개정 2016.7.6>

(1) The^ð더 chairperson체어퍼슨 of어^v브 the^ð디 Outdoor아웃도 Advertisement애드^v버터즈먼트 Deliberation딜리버^r레이션 Committee커미티 established이스태블리시트 in인 each이치 Si/Do시 and앤드 Si/Gun/Gu시 under언더 Article아터클 7 (1) of어^v브 the^ð디 Act액트 (hereinafter히^r리내^f프터 referred^r러^f퍼드 to투 as애즈 the^ð더 "Deliberation딜리버^r레이션 Committee")커미티 shall섈 be비 the^ð더 director더^r렉터 in인 charge차지 of어^v브 outdoor아웃도 advertisement애드^v버터즈먼트 affairs어^f페어즈 of어^v브 the^ð더 relevant^r렐러^v번트 Si/Do시 or오 Si/Gun/Gu시 (or,오 for^f포 a어 Si/Do시 or오 Si/Gun/Gu시 that^ð댓 has해즈 no노우 such서치 director,더^r렉터 a어 person퍼슨 prescribed프^r리스크^r라이브드 by바이 a어 Si/Do시 ordinance오더넌스 or오 Si/Gun/Gu시 ordinance),오더넌스 and앤드 the^ð더 vice^v바이스 chairperson체어퍼슨 shall섈 be비 a어 member멤버 designated데지그네이티드 by바이 the^ð더 chairperson체어퍼슨 from^f프^r럼 among어멍 the^ð더 members.멤버즈

② 위원은 관계 공무원, 광고물등에 관한 학식과 경험이 풍부한 사람 등 중에서 시ㆍ도지사 또는 시장등이 임명하거나 위촉한다. 이 경우 공무원인 위원의 수는 위원장과 부위원장을 포함한 위원 수의 2분의 1 미만이어야 한다.

③ 위원은 본인, 배우자, 직계존비속 또는 형제자매와 직접 이해관계가 있는 안건의 심의에는 참여할 수 없다.

④ 위원의 임기는 2년으로 한다. 다만, 보궐위원의 임기는 전임자 임기의 남은 기간으로 하며, 공무원인 위원의 임기는 그가 특정한 직위에 있다는 이유로 임명되거나 위촉된 경우에는 그 직(職)에 재직하는 기간으로 한다.

⑤ 심의위원회는 심의를 효율적으로 수행하기 위하여 3명 이상의 위원으로 구성되는 소위원회를 설치ㆍ운영할 수 있다.

⑥ 심의위원회 위원장은 회의를 소집하고 그 의장이 된다.

(6) The^ð더 chairperson체어퍼슨 of어^v브 the^ð더 Deliberation딜리버^r레이션 Committee커미티 shall섈 convene컨^v빈 meetings미팅즈 and앤드 preside프^r리자이드 over오우^v버 them.^ð뎀

⑦ 심의위원회 위원장이 부득이한 사유로 직무를 수행할 수 없을 때에는 부위원장이 그 직무를 대행한다.

⑧ 심의위원회의 회의는 재적위원 과반수의 출석으로 열고, 출석위원 과반수의 찬성으로 의결한다. 다만, 안건의 내용이 경미한 경우 등 시ㆍ도 조례 또는 시ㆍ군ㆍ구 조례로 정하는 경우의 개의(開議) 요건 및 의결 요건은 해당 조례로 정하는 바에 따른다.

⑨ 심의위원회의 업무를 효율적으로 처리하기 위하여 심의위원회에 간사 1명을 두며, 간사는 시ㆍ도지사 또는 시장등이 그 소속 공무원 중에서 임명한다.

⑩ 제1항부터 제9항까지에서 규정한 사항 외에 심의위원회 및 소위원회의 구성ㆍ운영 등에 필요한 사항은 시ㆍ도 조례 또는 시ㆍ군ㆍ구 조례로 정한다.
