농어촌정비법 제12조(농지의 규모 확대 및 집단화 추진)

① 농업생산기반 정비사업 시행자는 농업경영을 합리화하기 위하여 농지 규모를 확대하고 농지를 집단화할 수 있도록 농업생산기반 정비사업을 시행하고, 농지가 세분화되는 것을 막을 수 있도록 사업을 추진하여야 한다.

② 농업생산기반 정비사업 시행자는 특정 용도의 용지 등을 확보하기 위하여 필요한 경우에는 제34조에 따라 창설환지(創設換地)를 정할 수 있다.
