1. 제5조제2항 전단, 제7조제2항 또는 제8조의3제2항 전단에 따른 신고를 하지 아니하거나 인가를 받지 아니하고 상담소ㆍ보호시설 또는 교육훈련시설을 설치ㆍ운영한 자
