① 정부는 체계적인 물관리기술 발전 및 물산업 진흥을 위한 기본계획(이하 이 조에서 "기본계획"이라 한다)을 「국가과학기술자문회의법」에 따른 국가과학기술자문회의의 심의를 거쳐 수립하여 시행하여야 한다.
