협동조합 기본법 제71조(설립신고 등)

① 협동조합연합회(이하 "연합회"라 한다)를 설립하려는 경우에는 회원 자격을 가진 셋 이상의 협동조합이 발기인이 되어 정관을 작성하고 창립총회의 의결을 거친 후 기획예산처장관에게 신고하여야 한다. 신고한 사항 중 대통령령으로 정하는 사항을 변경하려는 경우에도 또한 같다. <개정 2014.1.21, 2025.10.1, 2025.12.23>

② 기획예산처장관은 제1항에 따른 신고 또는 변경신고를 받은 날부터 20일 이내에 신고수리 또는 변경신고수리 여부를 신고인에게 통지하여야 한다. <신설 2020.3.31, 2025.10.1>

③ 기획예산처장관은 제2항에서 정한 기간 내에 신고수리 또는 변경신고수리 여부나 민원 처리 관련 법령에 따른 처리기간의 연장을 신고인에게 통지하지 아니하면 그 기간(민원 처리 관련 법령에 따라 처리기간이 연장 또는 재연장된 경우에는 해당 처리기간을 말한다)이 끝난 날의 다음 날에 신고수리 또는 변경신고수리를 한 것으로 본다. <신설 2020.3.31, 2025.10.1>

④ 창립총회의 의사는 창립총회 개의 전까지 발기인에게 설립동의서를 제출한 협동조합 과반수의 출석과 출석자 3분의 2 이상의 찬성으로 의결한다. <개정 2020.3.31>
