해양환경 및 해양오염과 관련하여 국제적으로 발효된 국제협약에서 정하는 기준과 이 법에서 규정하는 내용이 다른 때에는 국제협약의 효력을 우선한다. 다만, 이 법의 규정내용이 국제협약의 기준보다 강화된 기준을 포함하는 때에는 그러하지 아니하다.
