Enforcement Decree of the Act on Marine Survey and Utilization of Marine Information, Article 25 (Delegation of Authority, etc.)
① 해양수산부장관은 법 제60조제1항에 따라 다음 각 호의 권한을 국립해양조사원장에게 위임한다. <개정 2025.12.30>
(1) Under Article 60 (1) of the Act, the Minister of Oceans and Fisheries delegates the following authority to the Commissioner of the Korea Hydrographic and Oceanographic Agency:
1. 법 제7조에 따른 기본계획 및 시행계획의 수립ㆍ변경ㆍ고시
1. Formulation, amendment, and public notice of the Basic Plan and Implementation Plan under Article 7 of the Act;
2. 법 제8조제2항에 따른 해양조사와 관련된 좌표계 등의 결정ㆍ변경ㆍ고시
2. Determination, amendment, and public notice of coordinate systems, etc. related to marine surveys under Article 8 (2) of the Act;
3. 법 제9조제2항 및 제3항에 따른 국가해양기준점 표지의 설치ㆍ관리(제2항제1호에 따른 관리는 제외한다) 및 고시
3. Installation, management (excluding management under paragraph (2) 1), and public notice of national marine control point markers under Article 9 (2) and (3) of the Act;
4. 법 제10조에 따른 국가해양기준점 표지의 이전 신청 접수 및 변경내역 고시
4. Receipt of applications for relocation of national marine control point markers and public notice of changes under Article 10 of the Act;
5. 법 제11조에 따른 해양조사 실시계획의 공고 및 게재
5. Public announcement and publication of marine survey implementation plans under Article 11 of the Act;
6. 법 제12조에 따른 해양조사 연구ㆍ개발, 연구기관 설립 및 비용 지원
6. Marine survey research and development, establishment of research institutes, and support of expenses under Article 12 of the Act;
7. 법 제13조제1항에 따른 기준 설정 및 사용 권고
7. Setting standards and recommending their use under Article 13 (1) of the Act;
8. 법 제14조제1항 및 제2항에 따른 해양관측의 실시, 해양관측 정보의 수집ㆍ관리 및 각종 통계의 생산ㆍ관리
8. Conducting marine observations, collecting and managing marine observation information, and producing and managing various statistics under Article 14 (1) and (2) of the Act;
9. 법 제14조제3항에 따른 자료의 제출 요청
9. Requests for submission of data under Article 14 (3) of the Act;
10. 법 제15조제1항 및 제3항에 따른 국가해양관측망의 구축ㆍ운영(제2항제3호에 따른 업무는 제외한다) 및 자료의 제출 요청
10. Establishment and operation of the national marine observation network (excluding the work under paragraph (2) 3) and requests for submission of data under Article 15 (1) and (3) of the Act;
11. 법 제16조제2항에 따른 국가해양관측망 출입 허가
11. Permission for access to the national marine observation network under Article 16 (2) of the Act;
12. 법 제17조에 따른 해양예측정보의 생산 및 해양예측시스템의 구축ㆍ운영
12. Production of ocean forecast information and establishment and operation of ocean forecasting systems under Article 17 of the Act;
13. 법 제18조에 따른 해양의 중장기 현상변화 등의 연구ㆍ분석 및 추세 예측
13. Research, analysis, and trend forecasting of medium- and long-term changes in the oceans, etc. under Article 18 of the Act;
14. 법 제19조제1항 및 제2항에 따른 기본수로측량의 실시 및 자료의 제출 요청
14. Conducting basic hydrographic surveys and requests for submission of data under Article 19 (1) and (2) of the Act;

15. Receipt of reports of general hydrographic surveys and publication in notices to mariners under Article 20 (3) and (4) of the Act;

17. 법 제21조제1항 및 제2항에 따른 해양정보 사본의 접수, 심사 및 결과 통지
17. Receipt, review, and notification of results of copies of marine information under Article 21 (1) and (2) of the Act;
18. 법 제21조제3항에 따른 해양정보의 항행통보 게재 및 항해용 간행물 반영
18. Publication of marine information in notices to mariners and reflection in nautical publications under Article 21 (3) of the Act;
19. 법 제22조에 따른 해양지명조사의 실시
19. Conducting marine place name surveys under Article 22 of the Act;
20. 법 제23조에 따른 해양지명의 제정ㆍ변경 신청의 접수, 해양지명의 제정ㆍ변경, 관련 자료의 제출 요청 및 해양지명의 고시
20. Receipt of applications for the establishment or change of marine place names, establishment and change of marine place names, requests for submission of related data, and public notice of marine place names under Article 23 of the Act;
21. 법 제24조제1항에 따른 해양지명 데이터베이스 구축ㆍ관리 및 같은 조 제3항에 따른 기술적 지원
21. Building and managing the marine place name database under Article 24 (1) of the Act and technical support under paragraph (3) of the same Article;
22. 법 제28조제1항에 따른 해양조사기술자의 업무정지
22. Suspension of the work of marine survey technicians under Article 28 (1) of the Act;
23. 법 제29조제3항에 따른 교육훈련
23. Education and training under Article 29 (3) of the Act;
24. 법 제29조제4항 및 제5항에 따른 전문교육기관의 지정, 지정취소 및 업무정지
24. Designation, revocation of designation, and suspension of business of specialized education institutions under Article 29 (4) and (5) of the Act;
25. 법 제30조제1항ㆍ제3항 및 제4항에 따른 해양조사ㆍ정보업의 등록, 등록사항 변경의 신고 수리 및 통지
25. Registration of the marine survey and information business, and acceptance and notification of reports of changes to registered particulars under Article 30 (1), (3), and (4) of the Act;
26. 법 제33조제1항에 따른 해양조사ㆍ정보업 등록증 및 해양조사ㆍ정보업 등록수첩의 발급
26. Issuance of marine survey and information business registration certificates and registration booklets under Article 33 (1) of the Act;

30. Determining the standards for consideration for the marine survey and information business under Article 39 (1) of the Act and consulting with the Minister of Economy and Finance;
31. 법 제40조에 따른 해양조사장비의 개발ㆍ확보 및 유지ㆍ관리

49. Hearings under Article 56 of the Act;
50. 법 제57조제1항에 따른 출입, 변경 및 일시 사용
50. Entry, modification, and temporary use under Article 57 (1) of the Act;
51. 법 제58조제1항(같은 항 제2호는 제외한다)에 따른 수수료의 수납
51. Collection of fees under Article 58 (1) of the Act (excluding subparagraph 2 of the same paragraph);
52. 법 제59조에 따라 위탁받은 해양조사 업무의 수행
52. Performance of marine survey work entrusted under Article 59 of the Act;
53. 법 제66조제2항에 따른 과태료의 부과ㆍ징수
53. Imposition and collection of administrative fines under Article 66 (2) of the Act;
54. 제9조제2항에 따른 해양정보의 게재 기준 등의 결정ㆍ고시
54. Determination and public notice of standards, etc. for the publication of marine information under Article 9 (2);
55. 제12조제2항에 따른 해양조사기술자의 교육훈련에 관한 세부사항의 고시
55. Public notice of details on education and training of marine survey technicians under Article 12 (2).
② 해양수산부장관은 법 제60조제2항에 따라 다음 각 호의 업무를 해양조사협회에 위탁한다.
(2) Under Article 60 (2) of the Act, the Minister of Oceans and Fisheries entrusts the following work to the Hydrographic Association:
1. 법 제9조제2항에 따른 국가해양기준점(제5조제1항제2호 및 제3호에 따른 수로측량기준점 및 영해기준점으로 한정한다) 표지의 관리
1. Management of markers of national marine control points under Article 9 (2) of the Act (limited to the hydrographic survey control points and territorial sea baseline points under Article 5 (1) 2 and 3);
2. 법 제10조제3항에 따른 국가해양기준점 표지의 이전
2. Relocation of markers of national marine control points under Article 10 (3) of the Act;
3. 법 제15조제1항에 따른 국가해양관측망의 운영 업무 중 해양수산부장관이 정하여 고시하는 업무
3. Among the work of operating the national marine observation network under Article 15 (1) of the Act, work determined and publicly notified by the Minister of Oceans and Fisheries;

4. Receipt of reports from marine survey technicians under Article 26 (1) through (3) of the Act, maintaining and managing records on the workplaces and careers, etc. of marine survey technicians, and issuing marine survey technician career certificates;
5. 법 제26조제4항 및 제5항에 따른 자료의 제출 요청 및 해양조사기술자의 근무처 및 경력등의 확인
5. Requests for submission of data and verification of the workplaces and careers, etc. of marine survey technicians under Article 26 (4) and (5) of the Act;
6. 법 제43조제1항에 따른 다음 각 목의 해양정보의 품질관리
6. Quality control of the following marine information under Article 43 (1) of the Act:
가. 법 제19조제1항에 따른 기본수로측량을 통해 취득한 해양정보
(a) Marine information acquired through basic hydrographic surveys under Article 19 (1) of the Act;
나. 항해용 간행물
(b) Nautical publications.
7. 법 제47조제1항에 따른 해양정보간행물 중 항해용 간행물의 간행ㆍ배포
