지방회계법 시행령 제65조(상계 등)

① 지방자치단체의 장은 채권(「지방재정법 시행령」 제109조 각 호의 채권은 제외한다. 이하 이 조에서 같다)에 대하여 법령 또는 조례ㆍ규칙에 따라 해당 채권과 상계하거나 이에 충당할 수 있는 지방자치단체의 채무가 있는 것을 안 경우에는 즉시 해당 채무를 취급하는 지출원에게 상계 또는 충당할 것을 명하여야 한다.

② 지출원은 그 소관 지출금에 관한 채무에 대하여 다음 각 호의 경우에는 지체 없이 상계 또는 충당을 하고, 이를 지방자치단체의 장에게 보고하여야 한다.
