지방자치분권 및 균형성장에 관한 특별법 제44조(통합 지방자치단체의 설치)

① 통합 지방자치단체는 「지방자치법」 제2조제1항제2호에서 정한 지방자치단체로 설치한다.

② 통합 지방자치단체는 통합으로 인하여 폐지되는 지방자치단체의 구역에 관계 법령에서 정하는 바에 따라 자치구가 아닌 구 또는 출장소 등을 둘 수 있다.

③ 통합 지방자치단체에는 도시의 형태를 갖춘 지역에는 동을 두고, 그 밖의 지역에는 읍ㆍ면을 두되, 「지방자치법」 제3조제3항에도 불구하고 자치구가 아닌 구에 읍ㆍ면ㆍ동을 둘 수 있다.
