지방자치단체의 장 또는 계약담당자는 법 제23조에 따라 회계연도 시작 전 또는 예산배정 전에 계약을 체결하려는 경우에는 계약의 효력이 회계연도 시작일 이후 또는 그 예산배정 이후에 발생하도록 하여야 한다.
