① 희생자와 유족은 제주4ㆍ3사건의 해결을 위한 진상규명, 명예회복 및 보상, 기념사업의 시행과 관련하여 의견을 제출할 권리를 가지며, 국가는 이를 존중하여야 한다. <개정 2022.1.11>
