Enforcement Decree of the Act on the Protection, Support, and Commemoration of Victims of Japanese Military Sexual Slavery under Japanese Rule, Article 17 (Subsidies for Expenses)
① 법 제12조제2항에 따라 국가와 지방자치단체가 경비를 보조할 수 있는 개인ㆍ법인 또는 단체는 다음 각 호와 같다. <개정 2020.2.18, 2025.10.1>
(1) Individuals, corporations, or organizations to which the State and local governments may provide expense subsidies under Article 12 (2) of the Act are as follows:
1. 개인인 경우: 경비보조 신청일부터 최근 5년 이내에 「신문 등의 진흥에 관한 법률」 제9조에 따라 등록된 신문과 「잡지 등 정기간행물의 진흥에 관한 법률」 제2조제1호에 따른 정기간행물(국가나 지방자치단체가 발간하는 것을 포함한다)에 3회 이상 일본군위안부 관련 논문을 싣거나 1회 이상 일본군위안부 관련 저서를 출간하였을 것
1. In the case of an individual: A person who, within the most recent five years from the date of application for the expense subsidy, has published at least three papers related to Japanese military sexual slavery in newspapers registered under Article 9 of the Act on the Promotion of Newspapers, etc. and periodicals under Article 2 subparagraph 1 of the Act on the Promotion of Magazines and Other Periodicals (including those published by the State or local governments), or has published at least one book related to Japanese military sexual slavery; and
2. 법인 또는 단체인 경우: 다음 각 목의 요건을 모두 갖추었을 것
2. In the case of a corporation or organization: One that satisfies all of the following items:
가. 일본군위안부 관련 조사ㆍ연구ㆍ교육ㆍ홍보 또는 기념사업 등의 수행을 설립목적 또는 주된 사업으로 하고, 관련 사업 수행 실적이 있을 것
(a) Its purpose of establishment or main business is to conduct research, studies, education, public relations, or commemoration projects related to Japanese military sexual slavery, and it has a record of conducting related projects; and
나. 다음의 어느 하나에 해당하는 법인 또는 단체일 것
(b) It is a corporation or organization falling under any of the following:
2) 「공익법인의 설립ㆍ운영에 관한 법률」 제2조에 따른 공익법인
2) A public-interest corporation under Article 2 of the Act on the Establishment and Operation of Public-Interest Corporations;
3) A social welfare corporation under Article 16 of the Social Welfare Services Act;
4) 개별 법률에 따라 설립된 비영리 목적의 특수법인
4) A special corporation established under an individual statute for a non-profit purpose;
5) 「비영리민간단체 지원법」 제2조에 따른 비영리민간단체
5) A non-profit, non-governmental organization under Article 2 of the Act on Assistance to Non-Profit, Non-Governmental Organizations; and
6) 그 밖에 1)부터 5)까지의 규정에 따른 법인 또는 단체와 유사한 것으로서 성평등가족부장관이 정하여 고시하는 법인 또는 단체
6) Any other corporation or organization similar to the corporations or organizations under items 1) through 5), determined and publicly notified by the Minister of Gender Equality and Family.
② 성평등가족부장관은 법 제12조제2항에 따라 개인ㆍ법인 또는 단체에 경비를 보조하려는 경우에는 심의위원회의 심의를 거쳐야 한다. <개정 2025.10.1>
(2) Where the Minister of Gender Equality and Family intends to provide expense subsidies to an individual, corporation, or organization under Article 12 (2) of the Act, he or she shall undergo deliberation by the Deliberation Committee.
