1. 철거ㆍ해체하려는 벽체재료, 바닥재, 천장재 및 지붕재 등의 자재에 석면이 중량비율 1퍼센트가 넘게 포함되어 있고 그 자재의 면적의 합이 50제곱미터 이상인 경우

2. 석면이 중량비율 1퍼센트가 넘게 포함된 분무재 또는 내화피복재를 사용한 경우

3. 석면이 중량비율 1퍼센트가 넘게 포함된 제89조제1항제3호 각 목의 어느 하나(다목 및 라목은 제외한다)에 해당하는 자재의 면적의 합이 15제곱미터 이상 또는 그 부피의 합이 1세제곱미터 이상인 경우
