법령 등 공포에 관한 법률 제4조(헌법개정)

헌법개정 공포문의 전문에는 헌법개정안이 대통령 또는 국회 재적의원 과반수의 발의로 제안되어 국회에서 재적의원 3분의 2 이상이 찬성하고 국민투표에서 국회의원 선거권자 과반수가 투표하여 투표자 과반수가 찬성한 사실을 적고, 대통령이 서명한 후 국새(國璽)와 대통령인을 찍고 그 공포일을 명기하여 국무총리와 각 국무위원이 부서한다.
