② 법 제23조에 따른 수익자부담금은 다목적댐의 건설로 인하여 증가되는 각 발전사업자의 예상 수익(댐건설 완료 후 댐건설기간에 상응하는 기간 동안의 예상 증가수익을 말한다)의 50퍼센트로 하되, 각 수익자가 부담할 부담금의 총액은 댐건설을 위한 공사에 든 비용의 2분의 1을 넘지 못한다.
