공무원임용시험령 제23조의4(지역외교 분야 및 외교 전문 분야 외교관후보자 선발시험의 합격 결정)

① 지역외교 분야 및 외교 전문 분야 외교관후보자 선발시험의 제1차시험에서는 다음 각 호의 순서에 따른 요건에 모두 해당하는 사람 중에서 제23조의2제1항 각 호 외의 부분 후단에 따른 관련 지역 및 언어의 조합별 또는 관련 전문 분야별 선발예정인원의 10배수의 범위에서 시험성적 및 제2차시험 응시자 수 등을 고려하여 제3호의 점수가 높은 사람부터 차례로 합격자를 결정한다. 이 경우 제23조의2제3항에 따라 제1차시험이 면제되는 사람의 수는 선발예정인원의 10배수의 범위에 포함하지 않는다.

② 지역외교 분야 및 외교 전문 분야 외교관후보자 선발시험의 제2차시험에서는 제1차시험 합격자를 대상으로 자격, 경력, 자기소개서 및 직무계획서 등을 심사하여 직무에 적합한 사람을 합격자로 결정한다.

③ 지역외교 분야 및 외교 전문 분야 외교관후보자 선발시험의 제3차시험에서는 위원의 과반수가 제5조제3항의 평정요소 중 2개 항목 이상을 "하"로 평정했거나, 위원의 과반수가 어느 하나의 같은 평정요소를 "하"로 평정했을 때에는 불합격으로 한다. <개정 2023.8.1>

④ 시험실시기관의 장은 제3항에 따라 불합격으로 처리된 사람을 제외한 사람 중에서 평정성적이 우수한 사람부터 차례로 최종합격자를 결정한다. 다만, 제5조제3항에 따른 평정방법과 달리 평정요소마다 점수를 부여할 수 있도록 사전에 제47조제1항에 따른 공고를 한 경우에는 이에 따른 평정성적이 우수한 사람부터 차례로 최종합격자를 결정한다.

⑤ 제4항에도 불구하고 제23조의2제2항제2호다목 단서에 따라 두 단계로 나누어 면접을 실시한 경우에는 제3항과 제4항에 따라 합격자를 결정하되, 첫 번째 단계 면접에서 선발예정인원의 3배수 범위에서 합격자를 결정하고, 그 합격자를 대상으로 두 번째 단계 면접을 실시하여 최종합격자를 결정할 수 있다.

⑥ 시험실시기관의 장은 최종합격자가 「국립외교원법」 제6조제1항에 따른 교육과정에 입교하는 것을 포기하는 등의 사정으로 결원을 보충할 필요가 있을 때에는 합격자 발표일부터 6개월 이내에 제3항에 따라 불합격으로 처리되지 않은 사람 중에서 제3차시험 성적이 높은 사람 순서로 추가 합격자를 결정할 수 있다. 다만, 제23조의2제2항제2호다목 단서에 따라 두 단계로 나누어 면접을 실시한 경우에는 두 번째 단계 면접의 성적이 높은 사람 순서로 추가 합격자를 결정할 수 있다.
