공공토지의 비축에 관한 법률 제2조(정의)
Act on the Stockpiling of Public Land, Article 2 (Definitions)
이 법에서 사용하는 용어의 뜻은 다음과 같다. <개정 2012.12.18, 2017.8.9>
The terms used in this Act have the following meanings:
1. "공공토지"란 다음 각 목의 어느 하나에 해당하는 토지를 말한다.
1. "Public land" means land falling under any of the following items:
가. 「공익사업을 위한 토지 등의 취득 및 보상에 관한 법률」 제4조에 따른 공익사업에 필요한 토지
(a) Land necessary for a public works project under Article 4 of the Act on the Acquisition of Land, etc. for Public Works Projects and the Compensation Therefor;
나. 토지시장 안정을 위한 수급조절용 토지
(b) Land for adjusting supply and demand to stabilize the land market;
다. 「공유수면 관리 및 매립에 관한 법률」 제2조제4호에 따라 조성된 매립지 및 매립예정지
(c) Reclaimed land and land scheduled for reclamation created under Article 2, subparagraph 4 of the Public Waters Management and Reclamation Act;
라. 「국유재산법」 제5조에 따른 국유재산 또는 「공유재산 및 물품 관리법」 제4조에 따른 공유재산으로서 「한국토지주택공사법」에 따른 한국토지주택공사(이하 "한국토지주택공사"라 한다)가 관계 법령에 따라 국가나 지방자치단체로부터 위탁받아 관리하는 토지
(d) State property under Article 5 of the State Property Act or public property under Article 4 of the Public Property and Commodity Management Act that the Korea Land and Housing Corporation under the Korea Land and Housing Corporation Act (hereinafter referred to as the "Korea Land and Housing Corporation") manages under entrustment from the State or a local government under relevant statutes;
마. 한국토지주택공사가 보유 중인 토지 중 장기 임대 또는 저가 공급 등 공익 목적에 제공하기 위하여 제9조에 따른 토지은행계정으로 전입되는 토지
(e) Among land held by the Korea Land and Housing Corporation, land transferred into the land bank account under Article 9 in order to be provided for public-interest purposes such as long-term lease or low-price supply;
바. 그 밖에 제7조에 따른 공공토지비축심의위원회가 인정하는 토지
(f) Other land recognized by the Public Land Stockpiling Deliberation Committee under Article 7.
2. "비축"이란 이 법에 따라 공공토지를 취득 및 관리하는 것을 말한다.

3. "토지은행"이란 공공토지의 비축 및 공급을 위하여 제9조제1항에 따라 한국토지주택공사에 설치하는 토지은행계정을 말한다.
3. "Land bank" means the land bank account established in the Korea Land and Housing Corporation under Article 9 (1) for the stockpiling and supply of public land.
4. "토지은행사업"이란 한국토지주택공사가 토지은행을 운용하여 수행하는 사업으로서 제11조 각 호의 사업을 말한다.
4. "Land bank project" means a project carried out by the Korea Land and Housing Corporation by operating the land bank, which is a project in each subparagraph of Article 11.
5. "비축대상토지"란 한국토지주택공사가 토지은행사업으로 취득할 공공토지를 말한다.
5. "Land subject to stockpiling" means public land to be acquired by the Korea Land and Housing Corporation through the land bank project.
6. "비축토지"란 한국토지주택공사가 토지은행사업으로 취득하여 관리하는 공공토지를 말한다.
6. "Stockpiled land" means public land acquired and managed by the Korea Land and Housing Corporation through the land bank project.
7. "취득"이란 비축대상토지를 매입ㆍ수용ㆍ수탁ㆍ교환하거나 토지은행계정으로 전입하는 것을 말한다.
7. "Acquisition" means purchasing, expropriating, entrusting, or exchanging land subject to stockpiling, or transferring it into the land bank account.
8. "관리"란 비축토지를 유지ㆍ보전하거나 비축토지의 가치를 증대시키는 것을 말한다.
8. "Management" means maintaining and preserving stockpiled land or increasing its value.
9. "공급"이란 비축토지를 임대ㆍ매각ㆍ교환ㆍ양여 등의 방법으로 공급대상자에게 제공하는 것을 말한다.
9. "Supply" means providing stockpiled land to persons eligible for supply by lease, sale, exchange, transfer without compensation, etc.
