8. 고위공무원단 직위에서 근무하는 공무원이 근무성적평정에서 중간 등급보다 낮은 등급의 평정을 1년 이상 받거나 업무수행 능력과 관련된 문제, 업무상 비위 또는 직무태만이 반복적으로 발생하여 해당 직위 또는 그 기관의 다른 직위에서 근무하는 것이 적합하지 아니하다고 소속 장관이 판단하여 보직 없이 근무하게 하는 경우
