다. 화학무기의 사용과 관련되지 아니하고 전투수단으로 화학물질의 독성 사용에 의존하지 아니하는 군사적 목적

라. 폭동 진압에 관한 법령의 집행 목적. 이 경우 폭동 진압에 사용할 수 있는 물질은 특정화학물질에 해당되지 아니하는 화학물질로서 급속하게 인체의 감각기관에 자극을 주거나 신체의 무력화를 일으켰다가 짧은 시간 내에 그 효과가 사라지는 것으로 한정한다.
