국회법 제118조(회의록의 배부ㆍ배포)

① 회의록은 의원에게 배부하고 일반인에게 배포한다. 다만, 의장이 비밀 유지나 국가안전보장을 위하여 필요하다고 인정한 부분에 관하여는 발언자 또는 그 소속 교섭단체 대표의원과 협의하여 게재하지 아니할 수 있다.

② 의원이 제1항 단서에 따라 게재되지 아니한 회의록 부분에 관하여 열람ㆍ복사 등을 신청한 경우에 정당한 사유가 없으면 의장은 이를 거절해서는 아니 된다.

③ 제2항에 따라 허가받은 의원은 타인에게 해당 회의록 부분을 열람하게 하거나 전재(轉載)ㆍ복사하게 해서는 아니 된다.

④ 공개하지 아니한 회의의 내용은 공표되어서는 아니 된다. 다만, 본회의 의결 또는 의장의 결정으로 제1항 단서의 사유가 소멸되었다고 판단되는 경우에는 공표할 수 있다.

⑤ 공표할 수 있는 회의록은 일반인에게 유상으로 배포할 수 있다.

⑥ 회의록의 공표에 관한 기간ㆍ절차, 그 밖에 필요한 사항은 국회규칙으로 정한다.
