1. 국제공항이나 국제여객선터미널이 있는 특별시ㆍ광역시ㆍ특별자치시ㆍ도ㆍ특별자치도(이하 "시ㆍ도"라 한다)에 있거나 관광특구에 있는 관광숙박업 중 호텔업 시설(관광숙박업의 등급 중 최상 등급을 받은 시설만 해당하며, 시ㆍ도에 최상 등급의 시설이 없는 경우에는 그 다음 등급의 시설만 해당한다) 또는 대통령령으로 정하는 국제회의업 시설의 부대시설에서 카지노업을 하려는 경우로서 대통령령으로 정하는 요건에 맞는 경우
