헌법재판소장은 헌법재판소의 조직, 인사, 운영, 심판절차와 그 밖에 헌법재판소의 업무와 관련된 법률의 제정 또는 개정이 필요하다고 인정하는 경우에는 국회에 서면으로 그 의견을 제출할 수 있다.
