정부는 인도주의에 입각하여 피해국 정부의 요청과 우리나라의 국제적ㆍ경제적 위상을 고려하여 피해국 또는 국제기구와 긴밀한 협력하에 신속하고 효과적인 해외긴급구호를 수행하여야 한다. <개정 2011.7.14>
