⑤ 국토교통부장관은 제1항부터 제4항까지의 규정에 따른 장기 해외건설진흥기본계획, 연도별 해외건설추진계획, 분야별 진흥계획(이하 "해외건설진흥기본계획등"이라 한다)을 수립하려면 관계 중앙행정기관의 장의 의견을 들은 후 법 제17조의3제1항에 따른 해외건설진흥위원회의 심의를 거쳐야 한다.
