국가나 지방자치단체는 연구원의 시설과 운영을 위하여 필요하면 「국유재산법」 또는 「공유재산 및 물품 관리법」에서 정하는 바에 따라 연구원에 국유재산이나 공유재산을 대부(貸付)할 수 있고, 공유재산에 대하여는 「공유재산 및 물품 관리법」에도 불구하고 무상으로 양여(讓與)할 수 있다.
