책임운영기관의 설치ㆍ운영에 관한 법률 제23조(승진)

① 계급 간 승진 임용 또는 고위공무원단에 속하는 공무원으로 임명하는 직위로의 승진 임용은 근무실적 및 직무수행 능력 등의 실증(實證) 자료에 의하여 한다.

② 승진에 필요한 최저 연수 및 승진의 제한 사항을 제외한 승진 임용 대상자의 결정방법에 관한 사항은 기본운영규정으로 정한다.
