2. 법 제40조제1항제2호에 따른 월정수당: 법 제40조제2항 본문에 따른 의정비심의위원회(이하 "의정비심의회"라 한다)가 구성되는 해의 금액을 기준으로 하며, 임기만료로 지방의회의원 선거가 있는 해에 선거를 마친 후 해당 지방자치단체의 주민 수, 재정능력, 지방공무원 보수인상률, 지방의회의 의정활동 실적을 종합적으로 고려할 것
