종합육성계획으로 시행하는 공공시설은 사업시행자가 설치한다. 다만, 필요하다고 인정되는 경우에는 관할 시장ㆍ군수가 「국토의 계획 및 이용에 관한 법률」 제86조부터 제96조까지의 규정에 따라 공공시설을 설치할 수 있다.
