통합특별시장은 출산장려 및 인구부양, 돌봄 등과 관련된 사업을 진행할 경우 「사회보장기본법」 제26조제2항에도 불구하고 사회보장 제도의 신설이나 변경에 대한 협의절차 간소화를 보건복지부장관에게 요청할 수 있다.
