의료급여법 시행규칙 제13조(의료급여증의 사용)

①수급권자가 의료급여를 신청할 때에는 의료급여증, 의료급여증명서 또는 제14조에 따른 신분증명서(이하 이 조에서 "의료급여증등"이라 한다)를 의료급여기관에 제출하여야 한다. 다만, 수급권자가 의식불명 등의 사유로 의료급여증등을 제출하지 못한 경우에는 그 사유가 없어진 날부터 7일 이내에 의료급여증등을 제출할 수 있다.

② 의료급여기관이 제1항에 따라 의료급여증등을 제출받은 때에는 정보통신망을 통하여 본인 여부를 확인하여야 한다. 다만, 정보통신망의 고장 등 부득이한 사유로 인하여 해당 수급권자의 자격을 확인할 수 없는 경우 수급권자 또는 의료급여기관은 시장ㆍ군수ㆍ구청장에게 수급권자의 자격 확인을 요청할 수 있으며, 요청을 받은 시장ㆍ군수ㆍ구청장은 해당 수급권자가 자격이 있는지를 확인하여 지체 없이 팩스를 통하여 제12조제1항 단서에 따른 의료급여증명서를 송부하거나 유선을 통하여 해당 수급권자 또는 의료급여기관에 알려야 한다. <개정 2019.9.27>

③ 수급권자는 의료급여증을 다른 사람에게 넘겨주거나 빌려주어서는 아니 된다.
