이 법은 전 세계에 자유롭고 공정한 선거문화를 증진시키기 위하여 각국의 선거관리기관 및 선거관련 국제기구가 참여하여 설립한 세계선거기관협의회의 활동과 운영을 지원함으로써 세계선거기관협의회의 원활한 운영을 도모하고 이를 통하여 국제사회의 민주주의 발전에 기여함을 목적으로 한다.
