방송통신발전 기본법 제4조(시청자와 이용자의 권익 보호)

① 방송통신사업자는 방송통신서비스 제공과 관련하여 정당한 사유 없이 시청자나 이용자를 차별하여서는 아니 된다.

② 방송통신사업자는 방송통신을 통하여 시청자와 이용자의 편익이 증대될 수 있도록 노력하여야 한다.
