Enforcement Decree of the Act on the Management of Zoos and Aquariums, Article 24 (Delegation and Entrustment of Authority or Affairs)
① 기후에너지환경부장관은 법 제28조제1항에 따라 다음 각 호의 권한을 유역환경청장 또는 지방환경청장에게 위임한다. <개정 2025.10.1>
(1) Pursuant to Article 28 (1) of the Act, the Minister of Climate, Energy and Environment shall delegate the following authority to the Director of a Basin Environmental Office or Regional Environmental Office:
1. 법 제8조제2항 및 제4항에 따른 동물원 허가 및 변경허가
1. Permit and change permit of zoos under Article 8 (2) and (4) of the Act;
2. 법 제8조제3항에 따른 허가증 발급
2. Issuance of permit certificates under Article 8 (3) of the Act;
3. 법 제8조제5항에 따른 현장조사
3. On-site investigations under Article 8 (5) of the Act;
4. 법 제10조제1항에 따른 허가 취소 또는 영업 정지
4. Revocation of permits or suspension of business under Article 10 (1) of the Act;
5. 법 제10조제2항에 따른 허가증 반납의 수령
5. Receipt of return of permit certificates under Article 10 (2) of the Act;
6. 법 제11조제1항 및 제2항에 따른 과징금의 부과ㆍ징수
6. Imposition and collection of penalty surcharges under Article 11 (1) and (2) of the Act;
7. 법 제13조제2항 및 제3항에 따른 휴원ㆍ폐원 신고의 수리
7. Acceptance of reports of temporary closure and closure of zoos under Article 13 (2) and (3) of the Act;
8. 법 제14조제1항에 따른 동물종 조사
8. Animal species surveys under Article 14 (1) of the Act;
9. 법 제16조제2항에 따른 안전관리 조치사항 통보의 접수 및 같은 조 제4항에 따른 관계 행정기관의 장에 대한 협조 또는 지원 요청
9. Receipt of notification of safety management measures under Article 16 (2) of the Act and requests for cooperation or support to the heads of relevant administrative agencies under paragraph (4) of the same Article;
10. 법 제17조제2항에 따른 질병관리 조치사항 통보의 접수 및 관계 행정기관의 장에 대한 통보
10. Receipt of notification of disease control measures under Article 17 (2) of the Act and notification to the heads of relevant administrative agencies;
11. 법 제18조제2항에 따른 생태계교란 방지 조치사항 통보의 접수
11. Receipt of notification of measures for preventing ecosystem disturbance under Article 18 (2) of the Act;
12. 법 제21조제1항에 따른 제출 자료의 접수 및 같은 조 제2항에 따른 추가자료 제출 요구
12. Receipt of submitted data under Article 21 (1) of the Act and requests for submission of additional data under paragraph (2) of the same Article;
13. 법 제22조에 따른 동물원에 대한 검사 등
13. Inspections, etc. of zoos under Article 22 of the Act;
14. 법 제23조에 따른 조치명령
14. Orders for measures under Article 23 of the Act;
15. 법 제27조제1호에 따른 동물원의 허가 취소 및 영업 정지에 대한 청문
15. Hearings on revocation of permits and suspension of business of zoos under Article 27 subparagraph 1 of the Act;
16. 법 제32조제1항에 따른 과태료의 부과ㆍ징수(유역환경청장 또는 지방환경청장에게 위임된 권한과 관련된 과태료의 부과ㆍ징수로 한정한다)
16. Imposition and collection of administrative fines under Article 32 (1) of the Act (limited to imposition and collection of administrative fines related to the authority delegated to the Director of a Basin Environmental Office or Regional Environmental Office).
② 기후에너지환경부장관은 법 제28조제1항에 따라 법 제17조제3항에 따른 동물원 질병관리지침의 작성ㆍ배포 업무를 국립야생동물질병관리원장에게 위임한다. <개정 2025.10.1>
(2) Pursuant to Article 28 (1) of the Act, the Minister of Climate, Energy and Environment shall delegate the work of preparing and distributing zoo disease control guidelines under Article 17 (3) of the Act to the Director of the National Institute of Wildlife Disease Control and Prevention.
③ 해양수산부장관은 다음 각 호의 권한을 지방해양수산청장에게 위임한다.
(3) The Minister of Oceans and Fisheries shall delegate the following authority to the Director of a Regional Office of Oceans and Fisheries:
1. 법 제8조제2항 및 제4항에 따른 수족관의 허가 및 변경허가
1. Permit and change permit of aquariums under Article 8 (2) and (4) of the Act;
2. 법 제8조제3항에 따른 허가증 발급
2. Issuance of permit certificates under Article 8 (3) of the Act;

④ 기후에너지환경부장관은 법 제28조제2항에 따라 법 제14조제1항에 따른 동물종 관리지침의 작성 및 제공 업무를 「국립생태원의 설립 및 운영에 관한 법률」에 따른 국립생태원에 위탁한다. <개정 2025.10.1>
(4) Pursuant to Article 28 (2) of the Act, the Minister of Climate, Energy and Environment shall entrust the work of preparing and providing animal species management guidelines under Article 14 (1) of the Act to the National Institute of Ecology under the Act on the Establishment and Operation of the National Institute of Ecology.
