Enforcement Decree of the Urban Transportation Improvement Promotion Act, Article 35 (Criteria for Releasing Special Management Zones)

② 제1항제2호에 따른 관리 목표를 달성한 경우란 특별관리구역 또는 특별관리시설물 지정 후 연간 2회(상반기ㆍ하반기) 통행속도 조사를 실시하여 2년간의 통행속도의 평균이 관리 목표를 초과하는 경우를 말한다.
