기후에너지환경부장관은 총량관리사업자가 총량관리대상 오염물질을 연간 배출허용총량을 초과해 배출한 경우에는 법 제21조제2항에 따라 해당 연도의 초과배출량에 별표 5에 따른 위반횟수별 위반계수를 곱한 값을 다음 연도의 배출허용총량에서 줄인다. <개정 2025.10.1>
