중앙회는 법 제147조에 따라 우선출자를 발행할 때에는 우선출자의 납입기일 2주 전까지 발행하려는 우선출자의 내용, 좌수(座數), 발행가액, 납입기일 및 모집방법을 공고하고 출자자 및 우선출자자에게 알려야 한다.
