① 법 제16조제1항에 따른 특별건설승인이 필요한 궤도시설로서 궤도사업의 허가 또는 전용궤도의 승인을 받으려는 자는 별지 제16호서식의 특별건설 승인신청서 또는 변경승인 신청서(전자문서로 된 신고서를 포함한다)에 다음 각 호의 사항이 포함된 특별건설계획서(변경승인을 받으려는 경우 변경된 사항이 포함된 서류로 전자문서를 포함한다)를 첨부하여 시장ㆍ군수ㆍ구청장 또는 특별시장ㆍ통합특별시장ㆍ광역시장에게 제출하여야 한다. <개정 2026.9.18>
