국회법 제60조(위원의 발언)

① 위원은 위원회에서 같은 의제(議題)에 대하여 횟수 및 시간 등에 제한 없이 발언할 수 있다. 다만, 위원장은 발언을 원하는 위원이 2명 이상일 경우에는 간사와 협의하여 15분의 범위에서 각 위원의 첫 번째 발언시간을 균등하게 정하여야 한다.

② 위원회에서의 질의는 일문일답(一問一答)의 방식으로 한다. 다만, 위원회의 의결이 있는 경우 일괄질의의 방식으로 할 수 있다.
