1. 제16조제1항 각 호의 어느 하나에 해당하는 경우

3. 유학하고 있는 외국의 교육기관등에서 신체ㆍ정신상의 이상으로 인하여 수학할 능력이 없다고 국립국제교육원장에게 통보된 경우
