국가와 지방자치단체는 여가정책을 수립ㆍ시행함에 있어 장애인, 노인, 저소득층 및 다문화가정 등 사회적 약자의 여가활동을 증진하고 아동(18세 미만인 사람을 말한다)이 과도한 학습 부담에서 벗어나 적절한 여가를 보장받을 수 있도록 필요한 시책을 강구하여야 한다. <개정 2021.5.18>
