국고금 관리법 시행령 제28조(지출의 방법)

① 지출관이 법 제22조제3항에 따라 지출을 하려는 경우에는 한국은행등으로 하여금 채권자 또는 법령에서 정하는 바에 따라 국고금의 지급사무를 수탁하여 처리하는 자(이하 "채권자등"이라 한다)의 은행 등 금융업무를 수행하는 기관(이하 "은행등"이라 한다)의 예금계좌로 이체하여 지급하게 하여야 한다.

② 제1항에 따라 지출관이 한국은행등으로 하여금 채권자등의 예금계좌로 이체하도록 할 때에는 재정경제부장관이 정하는 국고금 입금요구서 또는 국고금 대체입금요구서(정부계정 상호간에 국고금을 대체하는 경우만 해당한다. 이하 같다)를 한국은행등에 보내야 한다. <개정 2025.12.30>

③ 지출관은 채권자등의 예금계좌가 개설된 은행등의 정보통신매체 및 프로그램에 장애가 발생하여 이체가 불가능한 경우에는 채권자등의 협조를 받아 계좌이체가 가능한 은행등의 예금계좌로 이체할 수 있다.

④ 제1항과 제2항에 따라 채권자등의 계좌로 이체하는 경우의 이체 방법 및 절차 등에 관하여 필요한 사항은 재정경제부령으로 정한다. <개정 2025.12.30>
