①기금관리주체는 지출계획의 주요항목 지출금액의 범위 안에서 대통령령으로 정하는 바에 따라 세부항목 지출금액을 변경할 수 있다. <개정 2020.6.9>

②기금관리주체(기금관리주체가 중앙관서의 장이 아닌 경우에는 소관 중앙관서의 장을 말한다)는 기금운용계획 중 주요항목 지출금액을 변경하고자 하는 때에는 기획예산처장관과 협의ㆍ조정하여 마련한 기금운용계획변경안을 국무회의의 심의를 거쳐 대통령의 승인을 얻은 후 국회에 제출하여야 한다. <개정 2008.2.29, 2025.10.1>

③제2항에도 불구하고 주요항목 지출금액이 다음 각 호의 어느 하나에 해당하는 경우에는 기금운용계획변경안을 국회에 제출하지 아니하고 대통령령으로 정하는 바에 따라 변경할 수 있다. <개정 2008.12.31, 2020.6.9>

1. 별표 3에 규정된 금융성 기금 외의 기금은 주요항목 지출금액의 변경범위가 10분의 2 이하

3. 다른 법률의 규정에 따른 의무적 지출금액

4. 다음 각 목의 어느 하나에 해당하는 지출금액

나. 수입이 기금운용계획상의 수입계획을 초과하거나 초과할 것이 예상되는 경우 그 초과수입과 직접 관련되는 지출금액

(b)비 Where웨어 revenue^r레^v버누 exceeds익시즈 or오 is이즈 expected익스펙티드 to투 exceed익시드 the^ð더 revenue^r레^v버누 plan플랜 in인 the^ð더 fund^f펀드 management매너지먼트 plan,플랜 expenditure익스펜더처 amounts어마운츠 directly더^r렉틀리 related^r릴레이티드 to투 the^ð디 excess엑세스 revenue;^r레^v버누

다. 환율 및 금리의 변동, 기한 전 상환으로 인한 차입금 원리금 상환 지출금액

(c)시 Expenditure익스펜더처 amounts어마운츠 for^f포 repayment^r리페이먼트 of어^v브 principal프^r린서플 and앤드 interest인트^r리스트 on안 borrowings바^r로잉즈 owing오우잉 to투 fluctuations^f플럭추에이션즈 in인 exchange익스체인지 rates^r레잇츠 and앤드 interest인트^r리스트 rates^r레잇츠 or오 repayment^r리페이먼트 before비^f포 maturity;머추^r러티

5. 기존 국채를 새로운 국채로 대체하기 위한 국채 원리금 상환

④기금관리주체는 제1항부터 제3항까지의 규정에 따라 세부항목 또는 주요항목의 지출금액을 변경한 때에는 변경명세서를 재정경제부장관, 기획예산처장관 및 감사원에 각각 제출하여야 하며, 정부는 제61조에 따라 국회에 제출하는 국가결산보고서에 그 내용과 사유를 명시하여야 한다. <개정 2008.2.29, 2008.12.31, 2025.10.1>

⑤ 기금관리주체는 제3항제4호다목, 같은 항 제5호 및 제6호에 따라 지출금액을 변경한 때(주요항목 지출금액의 변경범위가 10분의 2를 초과한 경우에 한정한다)에는 변경명세서를 국회 소관 상임위원회 및 예산결산특별위원회에 제출하여야 한다. 이 경우 변경명세서에는 국채 발행 및 상환 실적을 포함하여야 한다. <신설 2008.12.31>

⑥ 각 기금관리주체가 제1항부터 제3항까지의 규정에 따라 세부항목 또는 주요항목의 지출금액을 변경한 경우에는 분기별로 분기만료일이 속하는 달의 다음 달 말일까지 그 변경 내역을 국회 소관 상임위원회와 예산결산특별위원회에 제출하여야 한다. <신설 2009.3.18>
